The situation reflects the 21-year-old’s uncertain future at Stamford Bridge following a disappointing season following his £40m transfer from Manchester United on a seven-year deal.
Chelsea value Garnacho in the region of £43m (€50m) but will only accept permanent offers, despite reports of loan interest from Serie A club Roma.
The Premier League, Europe and Saudi Arabian clubs are also believed to have shown interest, with talks open and progressing with various parties. Manchester United are owed 10% of any sales.
Garnacho scored just one Premier League goal in 24 games, albeit with 10 substitute appearances, having struggled to start regularly under Enzo Maresca and then Liam Rosenior.
Any departure is part of a shake-up of Chelsea’s squad this summer for new manager Xabi Alonso.
Chelsea have completed the signings of full-back Marco Palestra from Atalanta for £47m and winger Geovany Quenda from Sporting for £40m.
The club has also made two major sales, with left-back Marc Cucurella joining Real Madrid for £52m and winger Tyrique George moving to Everton for a fee that could rise to £24m.
The Blues are looking for moves for a centre-back, with Crystal Palace’s Maxence Lacroix among their targets, while Rayo Vallecano left-back Pep Chavarría is in talks to move to west London.
A substantial number of departures are also expected, with Trevoh Chalobah’s entourage exploring moves to Italian clubs Inter Milan and Como.
Chelsea finished tenth in the Premier League last season and are preparing for a pre-season tour of Australia and Asia in the coming fortnight.
