A witness told the Biddeford Gazette, external that around 07:20 local time, he saw lights flashing from an unmarked white van and “at least two officers wearing green ICE vests.”
Biddeford resident Lucas Scott said officers were yelling as they surrounded a white sedan. He then heard at least four gunshots.
Another witness told the Associated Press (AP), external news agency that the murdered man lived nearby with his wife and daughter.
“I saw a wife fall to her knees looking at her husband’s body on the floor,” Mary Hayes said.
“I saw a little girl with a little pink backpack cry because she will never see her father again.”
Senator King said Mullin, the DHS chief, had told him that the man was shot after trying to drive his car toward police.
“He was in a vehicle, they took him out and the term the clerk used was ‘turned the vehicle into a weapon’ and an ICE agent shot him,” King said.
He added that the officers involved were not wearing body cameras and that officials would be investigating whether lethal force was necessary.
“That’s what this investigation is about and I certainly intend to continue to do everything I can to make sure the investigation is as transparent and thorough as possible,” King said, according to the AP.
Monday’s incident draws new scrutiny from DHS, which oversees ICE.
On July 7, an ICE officer shot and killed builder Lorenzo Salgado Araujo, 52, as he drove to a construction site in Houston.
Federal officials later acknowledged that Salgado Araujo was not the intended target of the police operation, but said the agent had fired in self-defense after the Mexican allegedly ran them over with his truck.
Mullin assumed leadership of DHS in March, replacing Kristi Noem after she was fired by US President Donald Trump.
Noem’s mandate shot and killed two protesters, Alex Pretti and Renee Good, both U.S. citizens, by immigration agents.
The deaths of Pretti and Good came after the Trump administration announced increases in immigration enforcement in Minnesota and other states.
Federal officials launched a similar operation in Maine in January, called Operation Catch of the Day.
Multiple civil rights organizations filed a lawsuit against the administration over aggressive tactics by immigration officials during enforcement surges.
