MIAMI — Tropical Storm Cristobal formed Wednesday in the Atlantic Ocean well west of the Azores, forecasters said. There were no coastal watches or warnings in effect, the National Hurricane Center in Miami said, and the storm was forecast to dissipate on Thursday.
