A former police officer from Frankston has been denied bail after he allegedly stalked four female neighbours by affixing tracking devices to their cars and documented their movements.
Timothy Wilson, 65, appeared in the Melbourne Magistrates Court on Sunday after being charged with four counts of stalking, one count of possessing a firearm and one count of possessing a weapon while being a prohibited person.
Victoria Police allege that the four female complainants found 10 devices on their vehicles, which were handed to authorities. However, a prosecutor told the court police believed there could be up to 25 more victims involved.
The court heard that on June 6, the first female complainant received an alert on her mobile phone that there was a tracking device near her location.
“Seeking assistance from her father, they located an Apple AirTag wrapped in black tape attached to the driver’s side door of her vehicle,” the court heard.
The woman then located two further devices attached to her car by the same method, and reported the matter to Frankston police.
Two weeks later, on June 19, the second female complainant in the case – who is the sister of the first alleged victim – received a notification that an AirTag was tracking her location. A device was found taped to the bottom of her car.
The second complainant also found two further tags taped to her car on July 18 and August 12, and these devices were reported and given to police.
On August 29, a third complainant attended the Frankston Police Station after a mechanic found an AirTag attached to her vehicle’s bumper during a vehicle service. On September 7, she received a further notification that she was being tracked by an AirTag and again notified police.
A fourth complainant – who works alongside the third woman – located three devices taped and magnetised to her vehicle, and also reported the AirTags to officers on August 29.
“Information obtained from Apple identified that the three AirTags recovered from [the fourth complainant] were all linked to the single Apple ID account in the name of Wilson,” the police prosecutor told the court on Sunday.
All four of the women who the charges relate to live in proximity to Wilson’s home.
When Wilson was arrested on September 12, police allege he had a 12-gauge shotgun cartridge in the pocket of his pants, while silver knuckle dusters, a double-edged flick knife and an improvised spear were also found at his property.
“In the garage of his address, police located two trail-style cameras, a homemade slam-style firearm and multiple small audio recording devices,” the prosecutor said.
“Further located throughout his address was a series of diary-style notebooks containing detailed notes of the listed victims and their vehicles, and further information on their movements.”
The police prosecutor said two empty AirTag packages, a bag of magnets and small pieces of black tape consistent with that used on the victims’ cars were also recovered during the search. The court heard Wilson’s mobile device was connected to 30 live and active Apple AirTags.
Wearing a black t-shirt and sitting with crossed arms at a table, Wilson appeared in court via video link. At one point while listening to the police summary of allegations, he placed his head down.
The court heard CCTV footage from an Officeworks store in Frankston on September 5 allegedly depicts Wilson carrying a red and black tool bag and purchasing a four-pack of AirTags using cash. On September 9, vision shows him at the same premises carrying the same workbag, the court was told, this time buying four AirTags, as well as a roll of electrical tape and a video recorder.
In recommending Wilson not receive bail, the prosecutor said his alleged actions had caused “great mental harm” and the complainants are now living in a state of hypervigilance.
She said the 65-year-old was an unacceptable risk to both the complainants and the public if released, with police searching for up to 25 more victims.
Wilson’s lawyer, Nikhil Sood, told the court his client had no prior criminal history and had been of good character while working as a police officer from the ages of 24 to 31, before returning to work as a boilermaker.
Wilson was diagnosed with post-traumatic stress disorder in 2010 and currently receives a disability pension.
In denying bail, Magistrate Samantha Seoud said Wilson posed an “unacceptable risk” if released, particularly when considering the allegations against him and the items police found at his home.
The 65-year-old was remanded to the Frankston Magistrates Court at a later date.
